If you had the power to change one law, what would it be and why?

If I had the power to change one law, I would make the punishment for crimes like rape extremely strict and fast. Anyone who commits such a serious crime against a girl should be caught through proper legal and international systems, even if they try to hide in another country. The criminal should face a fair but strong punishment without delay. This would create fear of the law and help make society safer for women.
